Strategic Plan


The National School Public Relations Association revealed what people want from their schools. People prefer schools with:

    Tough standards and high expectations
    A safe and caring learning environment
    Education programs that prepare students for success
    Customer-friendly atmospheres with parental involvement
    Well trained educators and support that puts students first

Planning Assumptions

This is a list of conditions considered in developing the strategic plan.

A school district needs a sufficient financial base to provide programs and services to meet these preferences.


The vision focuses on the future. What will students need to focus on over time so that they can live a successful life in society?

The vision of Indian Creek School District is to provide all students with the opportunity to acquire the knowledge and skills to reach their potential within a secure and positive learning environment to become responsible citizens in an ever-changing society through effective programs and community involvement.


The mission statement expresses the unique purpose for which the organization exists and the specific function which it performs.

The Indian Creek School District provides a learning environment where all students are given the opportunity to reach their highest potential. Students will acquire the basic knowledge necessary to succeed in a changing and competitive technological society. Each student will develop social skills that foster respect for each other and their environment. The school district is committed to a program of ongoing improvement in curriculum, finance, facilities, staff, and support services that will be a reflection on the Indian Creek School District and those communities it serves.


Belief statements express our fundamental convictions, our values and character.

    Every person is worthy of respect and dignity.
    Every student can learn and is entitled to an education that meets his or her individual needs.
    Parents, schools, and the community should be active partners.
    Schools must be safe for children.
    A positive self-image is essential for the development of well-rounded individuals.
    It is important to promote social, emotional, physical, intellectual, and moral development.
    Education is a life long process and is an important investment for the future.
    Education must prepare students for their future.


Parameters set the boundaries within which we will make the decisions necessary to accomplish our mission.

        Student needs shall be our first priority.
        There shall always be open communication throughout the school district.
        We shall continuously update instruction and curriculum, and encourage self-development.
        Community and school shall be jointly involved in all major planning and implementation.
        We shall always strive for excellence as we develop responsible citizens.
        All employees shall prescribe to and support out Vision and Mission Statement.
        We shall always promote a positive image of our school district.
        We shall not allow drugs or any violent behavior to hinder our educational process.
        Any form of personal grooming or dress that impedes the normal learning process shall not be tolerated.
        We shall provide proper maintenance of our facilities to ensure the safety of our students and staff.


It is through the goals that we express our desired and measurable results.  Strategies are the means by which we will achieve our goals.

Goal # 1: Set high expectations for what all students should know and be able to do.

Strategy #1 Develop a system of internal and external communication that allows the community and school to be jointly involved in all major planning and implementation.

        Action Plan:

            The Board of Education will develop plans that will increase public input and involve the Board in activities at the building and community level as appropriate.
            The Superintendent will conduct needs assessments to provide feedback relative to school performance and act on the needs expressed through these assessments.
            The Principals will maintain open lines of communications, both verbal and written, with their communities, and will act on the needs expressed through these efforts.
            Establish district committees to provide information and to serve as disseminators of results of these meetings to all stakeholders.
            All employees will seek to maintain the highest standard of performance as they strive to meet the district goals.

Strategy #2 Provide leadership and support for curriculum alignment to ensure that what we expect students to know parallels with what we teach and assess.

        Action Plan:

            Continue to develop and use the District Leadership Team.
            Develop lead teachers and literacy assistants in each building.
            Provide appropriate professional development for staff to ensure curriculum alignment.
            Align the district's evaluation methods with the Danielson model.
            Align systems of intervention and special education with curriculum, instruction, and assessment with the state's academic content standards.

Strategy #3 Provide awareness to staff/students/community through the establishment of transitioning and/or intervention opportunities.

        Action Plan:

            Explore and develop the teaming concept at ICHS from grade 8 to 9 to ease the transition to high school.
            Explore and provide mentors, peer, student, and adult, as appropriate at each grade level.
            Provide the same homeroom teachers for four years of high school.
            Explore and implement a transition program from elementary to junior high school.
            Explore and implement appropriate intervention schemes at each grade level.


Goal # 2: Provide leadership and support to district schools in their efforts to build capacity.

Strategy #1 Develop and implement programs that increase student performance by promoting innovation and use of best practices.

        Action Plan:

            Explore and develop career education, vocational, and other appropriate models in traditional and non-traditional grades.
            Explore and develop foreign language instruction in non-traditional grades.
            Seek and use grants to develop additional funding for non-traditional programs.

Strategy #2 Insure that educators have the skills, knowledge, and resources to enable students to meet higher expectations.

        Action Plan:

            Seek and use appropriate professional development activities for all staff.
            Seek and use technology to assist in improving student achievement.

Strategy #3 Encourage and support the development of stakeholder engagement strategies.

        Action Plan:

            Publish the results of the District Leadership Team to the district's stakeholders.
            Explore and develop parent support groups.

Strategy #4 Insure clean, safe, substance abuse free environments for staff and students.

        Action Plan:

            Hold monthly safety meetings with selected administrative, custodial and maintenance personnel at the building and district level.
            Develop substance abuse prevention plans at the building level to include DARE, COPS on Campus, SADD, and other techniques to both address the problem and to promote proactive solutions.


Goal # 3: Build an accountability system that holds educators, students, families, and communities responsible for high academic achievement.

Strategy #1 Insure that schools improve their accountability system that aligns responsibility, reports results, addresses remediation and intervention, and rewards success.

        Action Plan:

            Develop plans that will report the results of both external and internal evaluations.
            Develop intervention and remediation plans that addresses the needs reported in the evaluation(s).
            Develop and present an annual financial statement to the community.
            Develop reward programs to both recognize and reward those who meet the results prescribed in the evaluation plans.

Strategy #2 Insure that schools improve academic performance in terms of the performance indicators.

        Action Plan:

            Develop tutoring and other intervention activities to meet the need to improve academic performance.
            Develop study groups and other groups/activities to help improve academic performance.


Goal # 4: Become a high performance organization that effectively and efficiently supports our customers.

Strategy #1 Implement Baldrige Criteria for Performance Excellence.

        Action Plan:

            Continue the Baldrige training for teachers who have not completed it.

            Continue the Baldrige training for other employees.

            Implement the Baldrige Criteria at the classroom level.

Strategy #2 Implement a customer satisfaction system.

        Action Plan:

            Seek to employ staff to reflect community demographics.
            Explore and develop the concepts presented in the Harvard Institute of School Leadership using focus groups of students, staff, and community members.

Strategy #3 Implement a parent involvement program

        Action Plan:

            Maintain HOSTS mentoring program in reading.

            Maintain and develop parent support groups at each building site.
